Since 1996, welfare and immigration legislation has changed legal and illegal immigrants' eligibility for federal programs, dramatically reducing their access to Medicaid, SSI, Food Stamps, and non-cash services. Recent changes have increased access to benefits for children.

Physical and mental health problems serve as major barriers for people trying to move from welfare to work.
Rural Issues
Families receiving welfare benefits and living in rural areas represent approximately 20 percent of all TANF recipients.
Tribal Issues
The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 included special provisions for American Indians and Alaska Natives to help enable them to move from welfare to work. The Department of Labor is funding an evaluation of Tribal Welfare-to-Work programs.
