Project Description

The evaluation consists of: an implementation and process study examining the key implementation challenges of welfare reform and solutions; an impact study utilizing pre-post cohort designs and time series to estimate the impacts of welfare reform on the major goals of reform; and an outcome tracking study describing important client outcomes over time, only some of which are amenable to impact analysis.

Project duration: Oct 1998 - Oct 2003

Approximately 3,500 households in New York State.
