Project Description
This project involves a consortium of three contiguous counties, San Mateo, Santa Cruz, and Santa Clara (total population of 2.7 million), and the SPHERE institute. It will develop a comprehensive survey of the economic and life circumstances of families who leave or are diverted from TANF. The project will use administrative data to track the full population of those who leave, are diverted, or appear to be eligible but not enrolled in the fourth quarter of 1996 and the fourth quarter of 1998. In addition, these will be two 30 minute mixed-mode surveys for the 1998 cohort. The project includes linking of several administrative databases and an elaborate sampling plan in attempt to look at a large variety of policy-relevant subgroups across the three counties.

Cohort 1: Leavers, formal and informal diversions, eligible but not enrolled Q4 1996 full population administrative data (10-12000) and a survey (900-950 stratified by county with multiple over samples) at 6 to 12 months after exit.
