Project Description

The Hudson Institute in partnership with Mathematica Policy Research, Inc. conducted an in-depth survey of low-income families in Milwaukee, Wisconsin. To understand the conversion process from AFDC to Wisconsin Works (W-2), the state's TANF program, Hudson and MPR surveyed 296 randomly-selected families in Milwaukee who were on AFDC the month before W-2 was implemented. We asked respondents about the conversion process and about how they were faring the month before the survey interview (roughly a year after W-2 implementation).
