Project Description
As part of the Self-Sufficiency Demonstration, the Illinois Department of Public Aid contracted with community based organizations to provide education, employment and training services to Aids for Families with Dependent Children (AFDC) recipients. This portion of the demonstration is known as the Community Group Participation and Housing Supplementation Demonstration. The rationale for using community based organizations is that they can reach more specific populations than can the regional office-based Illinois program Project Chance.
This five year evaluation of the Community Group Participation and Housing Supplementation Demonstration seeks to identify, describe and assess the effects of providing employment and training (E&T) services through a community-based organization. Another objective of this evaluation is to determine if these types of services provided by CBOs can be replicated in other parts of Illinois.

n=1,000 AFDC recipients randomly assigned to either the Bethel Self-Sufficiency Program (CBO) or the control, the Illinois Region II-Project Chance program.
