Program/Policy Description The evaluation consists of: an implementation and process study examining the key implementation challenges of welfare reform and solutions; an impact study utilizing pre-post cohort designs and time series to estimate the impacts of welfare reform on the major goals of reform; and an outcome tracking study describing important client outcomes over time, only some of which are amenable to impact analysis.
Notes When sample sizes for subgroups are too small for year to year comparisons, focus is placed on trends before and after reform.
