The Center for the Study of Human Resources at the University of Texas at Austin will conduct a research study for the Texas Workforce Commission (TWC) to determine the utilization patterns and outcome for Texas low-income families receiving subsidized child care services through the Child Care Management System (CCMS) from FY 1994 through FY 1996.
The research questions to be answered in the analysis are:
1) What are the characteristics of families receiving subsidized child care services?
2) What are the utilization patterns of Texas families receiving subsidized child care?
3) What are the labor market and welfare outcomes for families receiving subsidized child care? To what degree do families receiving subsidized child care become economically self-sufficient? What factors contribute to these outcomes?
4) What are the effects of losing subsidized child care on families no longer eligible for services?
5) What are the characteristics of families on the wait list for CCMS subsidized child care, including demographic characteristics and employment and earnings outcomes? How long have families currently on the waiting list been waiting for CCMS subsidized care and what share of the total CCMS caseload is on the waiting list at a point in time?
