Program/Policy Description The primary research question is: can the introduction of value-added industries to economically depressed areas grow jobs for persons currently reliant upon welfare, while also assisting economic development in these areas. A secondary goal is the deconstruction and fresh examination of commitment to work and family in welfare reliant populations. Methods include secondary data analysis, focus groups, interviews with employers, and interviews with welfare reliant women. First round completed; second wave of interviews beginning Fall 1999.
