Program/Policy Description The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 directs the Census Bureau to collect data to evaluate the impact of welfare reform. To do this, the Census Bureau initiated the Survey of Program Dynamics (SPD) which follows households interviewed in the 1992 and 1993 Survey of Income and Program Participation (SIPP) through 2002. This will provide ten years of longitudinal data of the pre-reform and post-reform outcomes of these households. The primary goals of the SPD are to provide information on spells of actual and potential program participation, labor force participation, and the well-being of families and their children.

Sample Size and Unit 1997 Bridge Survey: 30,125 households from last wave of 1992/93 SIPP panels.

1998-2002 SPD: Subsampled 1997 sample to select poor and near-poor households and households with children: 1) all households with income less than 150 percent of poverty, and all households with incomes between 150 percent and 200 percent of poverty with children are selected for the sample with certainty; 2) households with incomes above 200 percent of poverty with children and subsampled at a 90 percent rate; 3) households with incomes between 150 percent and 200 percent of poverty without children are subsampled at an 82 percent rate; 4) households with incomes above 200 percent of poverty without children are sampled at a 27 percent rate.
