Goal To evaluate the Comprehensive Child Development Program (CCDP).
Program/Policy Description CCDP was an attempt to ensure the delivery of early and comprehensive services with the aim of enhancing child development and helping low-income families to achieve economic self-sufficiency. In particular, each local CCDP grantee was to: 1) intervene as early as possible in children’s lives; 2) involve the entire family; 3) ensure the delivery of comprehensive social services to address the intellectual, socio-emotional, and physical needs of infants and young children in the household; 4) ensure the delivery of services to ensure the parents’ ability to contribute to the overall development of their children and achieve economic and social self-sufficiency; and 5) ensure continuous services until children enter elementary school at the kindergarten or first grade level.

The design of CCDP relied heavily on an approach in which a case manager was responsible for coordinating the service needs of a group of families.

Sample Size and Unit 4,410 families included in evaluation. Random assignment of 2,213 families to CCDP and 2,197 to the control group.

Sample characteristics: 43% children were African-American, 26% white, 26% Hispanic 4% other. 84% children used English as 1st language, 14% used Spanish, 2% used other. 35% mothers were teenagers. 51% mothers had not graduated from high school. 44% of households had annual income of $5,000 or less and 85% had a total income under $10,000 at time of recruitment.

Note: CCDP families could not be forced to participate in the program. Thus, analysis of participation patterns shows that some program families participated for a very brief period (<6 mo)(approximately 17%), some for moderate amounts of time (2 or 3 yrs) (approximately 50%), and some for the full five years (33%).
