This study looks at the impact massive cuts in cash assistance have had on Wisconsin's poor during the pivotal period of 1986-1997, when more than 200,000 WI residents left the welfare rolls. Addresses two questions: 1) Has the decrease in the state's welfare caseload been accompanied by a comparable decrease in the number of poor? 2) What changes, if any, have occurred in the real incomes and economic well-being of the state's poor population?
