Program/Policy Description This is a legislatively mandated evaluation of WorkFirst, Washington State’s welfare reform program. The legislature specified that the evaluation was to include WorkFirst’s impact on employment outcomes, grant amounts, and program exits. The evaluation has two components: a multiple phase process study and a statistical analysis of outcomes using administrative data. As it is conducted by the legislature, it maintains an emphasis on providing useful and accessible information to policy makers.
