| Program/Policy Description |
This report is a comprehensive study on the impact of the
1996 welfare reform on families receiving Temporary Assistance for Needy
Families (TANF), as well as those who are leaving TANF, in Illinois. Work,
Welfare and Families, an Illinois-wide coalition, the Chicago Urban League,
and the Center for Urban Economic Development at the University of Illinois
at Chicago, undertook the study to assess the effects of welfare reform on
low-income persons. The findings are primarily based on a self-administered
survey of 2,166 low-income clients of Illinois social service agencies.

Participating agencies randomly selected day to administer
survey. All clients could voluntarily fill out self-administered survey.
Effort was made to gain participation from a wide variety of social service
agencies from different areas of Illinois. Duplications were later
eliminated. Survey sample = 2166. Unit of analysis is the household.
