Managed Care/Capitated Payment System: the State will contract with one or more licensed child placement agencies, utilizing a capitated financing model, to provide placement and support services. Major goals are to expedite permanency, reduce time in out-of-home care, and decrease re-entry into foster care. Services to Substance-Abusing Caretakers: 260 mothers in eastern Baltimore City and Prince Georges County who have lost custody or are at risk of losing custody of their children will receive supportive services from Family Support Services Teams, along with traditional substance abuse treatment. Major goals are to reduce re-allegations of abuse/neglect, reduce time in foster care, increase successful completion of substance abuse treatment, and enable mothers to assume a healthy parenting role.
