Program/Policy Description Managed Care/Capitated Payment System (in 2 or more counties): Experimental counties will negotiate case-rate payment agreements with providers; agreements may include penalties and performance-based incentives. Service providers will manage cases and arrange for all services for eligible children and families. The target population is children 10 years of age or older who are at risk of or already experiencing placement drift and are at significant risk of aging out of the system without a permanent relationship with a family.

Major goals are to increase child safety (reduce recurrence of child abuse and/or neglect in all settings), achieve permanency more rapidly, improve child and family functioning, decrease incidence of adoption disruptions
