Program/Policy Description The project studies both formal and informal divertees and leavers from the third quarter of 1999. It uses a wide variety of administrative data sources to track the full population of divertees and leavers for 12 months after the selection quarter, and includes surveys of each of the populations at 6 and 12 months. The research plan calls for comparisons between leavers and divertees and between the two counties.
