Program/Policy Description This project is a two-phase project sponsored by the Robert Wood Johnson Foundation. Free to Grow grantees designed and developed substance abuse prevention models that incorporate risk and resiliency theory of substance abuse prevention to strengthen the families and neighborhoods of Head Start children. A theory of change approach and process analysis methods were used to assess model development and implementation experiences, document perceptions about changes attributable to Free to Grow, and derive lessons for future program expansions.
