Program/Policy Description The Family Independence Program transformed South Carolina's welfare program into a transitional assistance program that places a strong emphasis on participants engaging in socially responsible behavior and becoming self sufficient through employment and employment-related activities. The goals are to assist families to become economically independent through the reform of four major aspects of public assistance: (1) employment and training; (2) welfare time limits and financial eligibility; (3) parental responsibility; and (4) child support enforcement initiatives.

This study is a process analysis of the implementation of FI policies and procedures.
