| Program/Policy Description |
The Nebraska Employment First Program aims to help welfare clients move into the workforce and achieve lasting self-sufficiency. The goal of the program is to enable all TANF participants to reach their "maximum potential." For most clients, this means involvement in other activities such as remedial education, vocational rehabilitation, and family support.
The EF program has four main objectives: (1)to reduce the extent and duration of dependence on public assistance, (2)to ensure that work is always more advantageous than public assistance, (3) to promote family responsibility, and (4) to change the culture of the welfare office from benefit issuance to self-sufficiency.

The original project scope was to include a random assignment-based impact analysis of employment first, testing an Immediate Employment" model versus Nebraskas current Assessment -Choice" model. Mathematica was not able to go forward with the impact study component of the evaluation, and replaced it with a survey of 412 Nebraskan welfare clients who are single mothers with children, to examine the clients barriers to employment and the way that these barriers constrain employability and influence the clients experiences with welfare-to-work activities and support services.
