Program/Policy Description The telephone survey sample consisted of households whose cases were selected for the Quality Control Negative Case Action Sample for the survey period. The Negative Case Action Sample is selected in accordance with probability sampling standards previously mandated for use by the Federal Commission for Children and Families (ACF) in order to produce a random, statistically reliable, statewide monthly sample of terminated cases. While the ACF mandate no longer exists, the Bureau of Program Evaluation continues to select the Negative Case Action Sample using those standards. For the ten sample months, there were a total of 435 cases selected. Of those, 72 cases were dropped from the sample because the initial screening determined that cash benefits had been terminated for a period of fewer than seven days. The cases "dropped" do not materially affect the sample validity because the Quality Control Negative Case Action Sample parameters provide for oversampling to account for "drops." For the remaining 363 cases, a telephone contact with the head of the household was attempted.
Notes The telephone survey was conducted by staff of the Division of Quality Control. Contact was made with 235 households and 169 surveys (47%) were completed. The survey procedures required staff to make a minimum of six attempts to contact a household over a period of three days in instances where a telephone was not answered.
