Program/Policy Description RAND is conducting the comprehensive, statewide evaluation of CalWORKS under contract with the California Department of Social Services. The CalWORKS evaluation has two parts. The first is a process analysis of how CalWORKS was implemented in the state government and in California's counties through interviews, questionnaires, and document analysis. The second part is an impact analysis of the effects of CalWORKS on outcomes for the welfare system, on the transition to work, and on family and child well-being. The evaluation will analyze statewide and county administrative databases as well as national survey data, and will field a new household survey in six focus counties.
