Program/Policy Description This project expands upon Illinois' Closed Case Study of how Illinois families fare after they leave cash assistance, with an emphasis on the factors- such as education, work experience, home environment, and social support- most closely associated with self-sufficiency (defined primarily in terms of employment and earnings). The project integrates administrative data from multiple systems with interview data from selected families. The administrative data cover those who left TANF between July 1997 and December 1998; the interview data covers three cohorts of TANF leavers: December 1997, June 1998, and December 1998.
Notes Definition of leavers: Closed for 2 months.

This project is an ASPE-funded "Leavers" study.

Sample Size and Unit Administrative data: All cases with adults who leave TANF cash assistance between July 1997 and December 1998 (approximately 130,000 cases) will be studied and tracked for the duration of that period. The units of analysis will be both at the case level and at the individual level for all adults and children on those 130,000 cases.

Sample data: Three monthly cohorts of closed cases with adults will be drawn through stratified random sampling, with 700 each in the December 1997 and June 1998 cohorts and 1000 in the December 1998 cohort (with cluster sampling for rural counties). Units of analysis will be at both the case and individual level.
