| Program/Policy Description |
The study was commissioned by the Utah Department of Workforce Services to address the situation of families who may be at risk due to Utah's three year lifetime limit on cash assistance. The purpose of the study is to describe families who face severe, persistent, and multiple barriers to self-sufficiency, including incidence and prevalence of mental illness, substance abuse, and physical disabilities and the extent to which families face one or more of these characteristics; and to address the probable effects of time limits on cash assistance to families who face these barriers.
