Program/Policy Description The goal of the project is to conduct surveys and analyze administrative data on current TANF recipients in San Bernardino County to examine barriers to leaving welfare, service needs, and caseload dynamics. Administrative data are being analyzed on approximately 26,000 TANF recipients with a longitudinal framework. Surveys are being conducted on 800 current TANF recipients to examine barriers, child care issues, transportation needs, child behavioral problems, depression and other mental health problems, domestic violence, awareness of programs, and knowledge of time limit policies and work requirements.

Sample Size and Unit Telephone survey sample of 800 current TANF recipients. Analysis of administrative data on all 26,000 current TANF recipients, as well as longitudinal analysis of trends in caseload characteristics over the last three years.
Execution Survey component will be completed in May 2000. Analysis of administrative data will be completed in July 2000.
