| Program/Policy Description | The study is designed to examine outcomes of individuals participating in 1 of 4 employment training and placement programs (FUTURES, JTPA, Employment Services, and Vocational Rehabilitation). The analysis is designed to answer the following questions: 1) how many people without a job in the year before contact with the program got a job somewhere within the year following completion? 2) how many of these people who came in contact with the workforce development system are still working somewhere after 3, 6, 9, and 12 months (and 24 months where the data is available for follow-up)? 3) how many of these people who came in contact with the workforce development system had higher earnings? 4) how many of these people who came in contact with the workforce development system moved from below to above the poverty line? |
| Notes | We focus the analysis on program leavers so that we do not count an individual who is still in the process of training as an unsuccessful employment outcome. Due to the nature of the data set, we may have individuals just beginning program participation at the end of PY95. It would be unreasonable to expect them to have completed their training program by the beginning of PY96, and including them in the analysis would then count as an unsuccessful employment outcome since they would not yet have had a chance to receive training (this same logic follows for the analysis of the PY93 leavers); Administrative data includes employment insurance earnings database. |
