| Program/Policy Description |
Under TANF, clients who fail to comply with
programmatic mandates are subjected to sanctions in the form of reduction or complete elimination of cash aid. It is not known whether sanctions will compel clients to return to compliance or if sanctions have unintended effects, such as preventing the client from achieving self-sufficiency or by causing harm to the children of clients. Using qualitative methodology, the research explores these key issues.

who live in the County of Alameda in Northern California and who speak English. Selected from list of 300 clients and contacted by phone.
