Program/Policy Description The central objectives of this research project are: (1) to identify which SonomaWORKS services are the most cost-effective means of raising the economic self-sufficiency of low-income individuals and families (i.e., to identify what works), and (2) to provide information the Human Services Department can use in designing and implementing new service programs, as well as modifying existing services that are identified as less cost-effective. To achieve these objectives, we will integrate information from several state and county administrative data sources to develop outcome measures for individuals describing the evolution of their earnings, employment, sanction status, and use of public assistance. We will then apply analytical methods that provide a valid basis for estimating the effects of specific SonomaWORKS services on these outcomes.
