Program/Policy Description The purpose of this study was to learn about a potentially "promising practice"--- the provision of transitional paid employment and intensive supportive services to hard-to-employ welfare recipients nearing or already at the time limit. Using a mix of qualitative and quantitative data sources, this study provides an in-depth look at the design, implementation, and service delivery of the Georgia GoodWorks! program. It describes the key accomplishments and challenges, and the "lessons learned" in implementing the program. Results from this study broaden our understanding of employment programs that provide a safety-net for families reaching the end of their welfare time limits and the use of transitional employment for hard to employ welfare recipients.
