Program/Policy Description This study will attempt to determine how effective programs have been in reducing the number of uninsured. The evaluation focuses on 10 states that represent a wide range of program designs and geographic regions, and that capture a high proportion of the target population—low-income children who were uninsured at the time SCHIP was established. The evaluation includes both quantitative and qualitative research components.

Key questions include:

1) What is SCHIP’s impact on uninsurance rates and enrollee satisfaction?
2) How did states design their SCHIP programs, and why?
3) What are the enrollment and disenrollment rates?
4) What are the reasons for disenrollment and nonparticipation?
5) What barriers do low-income families face in enrolling their children?
6) How do families view cost-sharing? How does it affect enrollment and retention in health insurance programs?
7) What outreach approaches do states use? Which are effective?
8) Does SCHIP improve access to and use of health care and reduce unmet needs?
9) What are the relationships between SCHIP, Medicaid, and private coverage?
