From 1982 through 1988, the Rockefeller Foundation provided funding to selected community-based organizations (CBOs) to operate employment training programs for minority single mothers. Four such organizations -- Atlanta Urban League, Center for Employment Training, Opportunities Industrialization Center, and Wider Opportunities for Women-- operated projects which constituted the Minority Female Single Parent Demonstration. They offered an array of services-- education, job skill training, general employability, counseling, child care, and other support services.
The central objective of the evaluation is to compare the post-program well-being of the participants and their families with what it would have been had they not participated in the demonstration.
The evaluation of the demonstration was designed to address five important policy questions:
1. Does the provision of program services improve the economic circumstances of the women who participate, and if so to what extent?
2. Does the provision of program services affect other noneconomic aspects of their lives?
3. What are the resource costs of providing the range of services available through MFSP projects, and how do those costs compare with both measurable benefits and less quantifiable impacts?
4. What barriers do minority single mothers face that affect their ability to participate in the labor market and achieve economic self-sufficiency?
5. Are community based organizations a viable vehicle for providing employment training services to minority female single parents?
