This study is an early assessment of the Voucher Home Ownership Program. The home ownership option of the voucher program offers public housing agencies the administrative flexibility to expand home ownership efforts for low income families in their communities. The basic premise of the home ownership program is that the rent subsidy that participants receive may be used toward monthly payments related to home ownership.
The purpose of this study is to provide insight into parts of the program that are working and parts of the program that are not. Although it is too early in the life of the program to conduct a complete evaluation, this study provides useful information on how the program has been designed and implemented in different parts of the country, the characteristics of program purchasers and participants, and the local factors that affect implementation.
The study draws on complementary analytic techniques, cross-site analysis and case studies. The cross site analysis highlights common themes and patterns across the study sites, including lessons learned from the early implementation of the voucher home ownership program and the case studies provide detailed examinations of each study site.
