Program/Policy Description This project examines individuals who have reached the 24-month time limit in the Virginia Initiative for Employment Not Welfare (VIEW) and the Virginia Independence Program (VIP). The goals of the time limit study are to describe (1) who reached the VIEW time limit, and (2) how their lives changed after they lost their TANF benefits.

Research questions addressed by this study include:
1. Who reached the time limit and why?
2. To what extent were heads of families who reached time limit able to find jobs and stay employed?
3. To what extent are the time limit families moving toward self-sufficiency?
4. How do time limit families fare during the the first 18 months after their cases are closed?
5. How do children fare in families that have lost their benefits?
Notes This time limit study is one of five studies VDSS sponsored to examine the implementation, outcomes, and impacts of welfare reform in Virginia.
