Program/Policy Description Tennessee’s Families First program was created in September 1996 with a focus on providing short-term assistance and requiring most participants to work or participate in work-related activities designed to help achieve self-sufficiency. Crucial to this process are the few months that follow the end of cash assistance.

The objective of this study is to compare welfare, non-welfare recipients, and leavers in terms of employment, income, well-being, as well as their customer satisfaction of services.

n= 400 former recipients who were off both cash assistance for at least one year and transitional assistance for at least 3 months.

June 2001 Surveys:
n=425 Current recipients;
n=635 Former recipients (Former recipient sample included those who, by January 2001, had not received any cash benefits for at least 5 months.)
n=243 Employees.

Execution Response rates:

Former recipient survey: 58.3%

Former recipients: 75.9%
