To explain and interpret the new policy environment for those who participate in it. To identify- out of experience, research, and analysis- the opportunities offered by whatever new flexibility has evolved. To identify, from the same sources, potential administrative, programmatic, and budgetary strategies for undoing or coping with the problems which will have been created, whether by Legislative or Executive branch actions.
