This paper highlights major policy challenges that New York City's next mayor will face concerning the city's millions of low-income families. Challenges include, for example, the the New York City welfare recipients who could have thier welfare benefits terminated this December due to federal time limits; and the increasing number of child-only cases This report suggests important steps that the city, New York State, and the federal government can each take to meet these challenges and help more low-income families to meet their needs through work.
