Reauthorization

The 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) created the Temporary Assistance for Needy Families (TANF) block grant and authorized funding through September 30, 2002. For TANF to continue, Congress needed to address funding for the program prior to that date. The reauthorization of TANF coincides with the reauthorization several other programs that affect low-income families, including the Child Care and Development Block Grant (CCDBG) and the Workforce Investment Act (WIA). As a result, reauthorization discussions are likely to address issues such as health care coverage, workforce development, and the Earned Income Tax Credit (EITC). On November 13th and 19th, 2002, Congress passed a continuing resolution (P.L. 107-294) to further extend the existing welfare law to March 31, 2003. This was signed into law on November 23, 2002.


As of December 2005, the reauthorization of TANF had not occurred.

Senate TANF Reauthorization Bills:

S. 667- The Senate Finance Committee produced a mark of a TANF reauthorization bill called Personal Responsibility and Individual Development for Everyone (PRIDE). The markup occured on March 11, 2005.

House TANF Reauthorization Bills:

H.R.240- The Personal Responsibility, Work, and Family Promotion Act of 2005 was introduced in the House of Representatives on January 4, 2005. Its purpose is to reauthorize and improve the program of block grants to States for temporary assistance for needy families, improve access to quality child care, and for other purposes. A markup of the bill occurred on March 16, 2005.
